Although not immediately obvious because of his sweater, the Fifth Doctor (played by Peter Davison) wore trousers with his costume; in fact, he wore two different pairs, both of which were primarily a neutral beige with colored vertical stripes.
Unfortunately, we never got a good look at the construction details of his first pair, and it wasn't until near the end of his era in "Planet of Fire" that we got a good look at the details of his second pair!
For what it's worth, though, his first pair of trousers looked like this:
His second pair, as seen in "Planet of Fire," was made of a fabric with wider stripes, and fewer of them (with fewer colors) ... less "Candyland-esque," more "peachy":
Note that the Fifth Doctor's trousers had a cut-on waistband.
Also note that his suspenders fastened to his trousers on the inside of the waistband, as opposed to the outside:
Unsurprisingly, his trousers had the "double-top" in the back:
While his trousers didn't appear to have any front or back pockets, they did have side pockets:
We have two final notes regarding the Fifth Doctor's (second pair of) trousers:
First, it appears that the waistband facing may have been secured via one, or several, rows of topstitching; it's difficult to differentiate between impressions caused by multiple layers and actual topstitching, with the older photo quality.
And secondly, observe the unusual placement of a dart in the front, beneath the suspenders - if only we were all that slender, right?!?
