Moving beyond the quirky and eccentric, perhaps the downright craziest character to ever wear trousers with his Victorian-esque costume was The Joker (played by Jack Nicholson) from Tim Burton's Batman.
The Joker's trousers were obviously a purple/"green" (kind of a teal, turquoise) plaid with some black and a tiny bit of gold thrown into the mix, and they had a sewn-on waistband which overlapped by several inches in the front:
The Joker's suspenders also fastened to his trousers on the inside, rather than the outside:
The Joker's trousers also had a pair of pleats on each side of the front:
These pleats were not sewn together, only pressed and sewn into the waistband.
The Joker's trousers had side pockets (or, perhaps, pockets cut at a very slight diagonal to the side seam).
Although the purple trousers he wore early in the movie had cuffs, the plaid ones he wore for the remainder of the movie did not.
