The Doctor was, however, far from the only eccentric character to wear Victorian trousers!
In fact, trousers seem to practically be a "go-to" costume device for characters who are peculiar, weird, and/or strange, especially if they're whimsical, nutty, and/or comical - particularly in science fiction, fantasy, and horror!
Something about a unique costume (with Victorian trousers) seems to lend an air of mystery and perhaps a sense of timelessness to the character, somehow making them more enigmatic or even otherworldly.
For example, in the Adam Sandler comedy Click, Morty (played by Christopher Walken) wore high-waisted trousers with both of his costumes:
While we didn't get a good look at the construction details of the trousers he wore with his first costume, we did see that he wore his later costume with both a belt and suspenders, because Christopher Walken:
(They may have actually been the same trousers with both costumes; I'm not sure.)
As a side note, Christopher Walken's character is an eccentric old man who wears distinctive costumes, can control the passage of time, has super advanced technology, and works in the back of a building that's obviously way bigger on the inside ... I think Morty's a Time Lord!!!
Another classic example of a mysterious, quirky, offbeat character who wore a unique Victorian-esque costume, complete with trousers, was Willy Wonka (played by Gene Wilder) in Willy Wonka and the Chocolate Factory:
